Two important things to consider when choosing plants are leaf size, and scale.

Flowering lobelia, miniature roses, decorative grasses, moss, lemon thyme, small pines (bonzai), small succulents...all lend themselves well to the miniature garden environment.

Any container is suitable to plant a mini garden, from an old galvanized steel bucket, to an child's old doll crib. Here I had a special rectangular wooden planter built on stilts, at waist height. (Remember to always drill holes for drainage...you don't want root rot!)
